While tech giants expand their cloud footprint in Southeast Asia, Microsoft’s latest zero-water datacentre cooling approach in its upcoming Johor Bahru facility signals a shift in how hyperscale infrastructure can coexist with water-stressed communities.
The Southeast Asia 3 cloud region, announced on November 4, 2025, will be among Microsoft’s first facilities globally to achieve zero-water evaporation for cooling through a closed-loop chip-level system. The technical pivot couldn’t come at a more important time, as AI workloads intensify and Southeast Asia grapples with increasing water scarcity concerns.
The technical breakthrough behind the sustainability claims
Traditional datacentre cooling systems consume massive quantities of water through evaporation. Microsoft’s new approach in Johor Bahru eliminates this by circulating water in a closed loop between servers and chillers, removing the need for a continuous fresh water supply.
“The upcoming cloud region is designed to achieve zero-water evaporation for cooling by adopting a chip-level cooling solution through a closed loop,” according to the official announcement from Microsoft Malaysia.
The system promises “ultra-low Water Use Effectiveness (WUE)” – a metric that measures how efficiently a datacentre uses water. While Microsoft hasn’t disclosed specific WUE targets for the facility, the closed-loop design represents a departure from industry norms.
The timing is strategic. Just five months after launching its Malaysia West region in Greater Kuala Lumpur in May 2025, Microsoft is positioning its second Malaysian facility as a testbed for next-generation sustainable infrastructure.
Beyond green marketing: Quantifiable community impact
What distinguishes this announcement from typical corporate sustainability pledges is the specificity of Microsoft’s community commitments. The company has outlined measurable targets that extend well beyond the datacentre walls.
Through partnerships with CLEAN International and Water Watch Penang, Microsoft will install rainwater harvesting systems in 42 Johor schools, potentially benefiting over 20,000 people and conserving 8.4 million litres of water annually.
These aren’t token gestures – the systems will provide sustainable water sources for sanitation and maintenance and include training on conservation.
On the skills development front, the Skills2Work Datacentre Foundations Program – developed in collaboration with The Asia Foundation and Universiti Teknologi Malaysia – will equip 150 graduates with datacentre industry training over 12 months. This directly addresses Malaysia’s digital infrastructure talent gap.
Through partnerships with UNDP Malaysia and BPEN Johor, 200 trainers from 20 social enterprises will receive training to empower approximately 10,000 community members.
The business case: Why Johor Bahru matters
Malaysia’s digital ambitions have attracted significant cloud investment, but the concentration of facilities raises questions about resource distribution and resilience. The Johor Bahru location – strategically positioned near Singapore – offers organisations serving Southeast Asian markets lower latency and data residency options.
“Southeast Asia is one of the most dynamic regions in the world,” said Judson Althoff, CEO of Microsoft’s Commercial Organisation, at the AI Tour in Kuala Lumpur. “Our expanded investment reflects Microsoft’s commitment to helping governments, businesses, and communities innovate responsibly, build with confidence, and accelerate their AI Transformation journey.”
Malaysia’s Minister of Digital, Gobind Singh Deo, emphasised the regional implications: “The milestone underscores Malaysia’s continued progress in the digital economy. We are pleased to collaborate with the industry and Microsoft as a trusted technology partner in building Malaysia’s leadership as a secure and reliable location for digital assets of organisations in the region.”
The AI infrastructure reality check
The announcement comes as Southeast Asian organisations adopt AI workloads. Microsoft highlighted three Malaysian success stories: AFFIN Group became the first Asia Pacific bank with a digital core banking platform on Azure; PETRONAS is embedding AI in its operations; RHB Bank is using Azure OpenAI in Microsoft Teams for bilingual support in English and Bahasa Malaysia.
The implementations underscore genuine demand for local cloud infrastructure capable of supporting AI workloads – though questions remain about whether Microsoft’s zero-water datacentre cooling system can maintain performance under the intensive compute requirements of modern AI models.
The facility will also incorporate backup generators powered by renewable biofuel to reduce net carbon emissions, though Microsoft hasn’t specified what percentage of total power consumption this represents.
Looking beyond the launch
Microsoft has been operating in Malaysia for over 33 years, and its AIForMYFuture initiative has already skilled more than 734,000 individuals as of October 2025, approaching its target of 800,000 by year-end.
The Southeast Asia 3 region will add to Microsoft Azure’s portfolio of over 70 global regions. While no specific launch date has been announced, the facility represents a meaningful test of whether hyperscale cloud infrastructure can genuinely operate sustainably in tropical climates.
Laurence Si, Managing Director of Microsoft Malaysia, framed the investment as part of a longer-term commitment: “The upcoming Southeast Asia 3 cloud region reinforces Microsoft’s continued commitment to deliver secure, resilient, and scalable cloud services that will accelerate innovation and strengthen Malaysia’s position as a regional digital leader.”
For an industry often criticised for resource consumption, Microsoft’s Johor Bahru facility offers a measurable benchmark. Whether other cloud providers will adopt similar zero-water datacentre cooling approaches – or develop their own alternatives – will likely depend on how successfully this implementation performs once operational.
